Does veterans who read the forum not wonder maybe the FCO, MOD or the cabinet office are worried that they may have breached (civilian veterans) civil rights by their actions so far?

I don't think they will think anything. For them, the PJM is a non-event that, since the MoD decided it would not verify service records as initially required by the Malaysians in their offer criteria, has not been 'formally' accepted and is essentially not a medallic award that they recognise. If the "Malaysian Service Medal" it has not been recorded in the Medal Rolls then it has not been accepted.

You are making a fundamental point here, George. When checking service records, then that is when the entry will be made to save two accesses to records. The MoD steadfastly refuse to look at service records and so the entry will not be made and so the medal has not been accepted. And in the Ministerial Statement and all subsequent utterances from the MoD, FCO and HD Committee (Cabinet Office) we were misled into believeing that it had been accepted.
