Trouble is, the people who ultimately decide who gets the MBE's etc are the very people who are being exposed.

There is certainly one adjunct to how the FCO/CO/HDC operated 40 years ago as against today

Then we had transparency [I know, I know the 30 year rule applied!] and we have all these files that suggest everything was above board with HMQs initials appended on to documents where as today there is nothing but a signature by a Robin ...........
