I was informed by Richard Coney (on the phone) that he no longer had any dealings with PJM Application forms and that he is overworked as it is dealing with the Artic Emblem. I made some phone calls around the country and came up with the name Floris Davis, a name I had not heard of before until this week.
Now according to their “BOSS” Ian Keith I’m wrong. (see his email below)

When I place information on this Forum I do so in good faith if I’m wrong I will of course apologize.

If you want you could always ask them yourself.

Could the number be their "Room Number" in the building that they (I was going to write work....) stay in.
